Who called from 7863589557

This number has called my home 4 times so far.
The first and second, I let the answering machine get it, but they never left a message.
The third time, I picked up and said "Hello?".  Silence.
3 minutes after call #3, they called back.  I answered and hung up to get the phone to stop ringing.
This must be a telemarketer; but it's weird that they don't have an 800 number.
I smell phishing...

This is very likely a criminal scam because: they call numbers on the dnc list. They have an obviously fake name. They do not leave a message on the answering machine. They call from different numbers.

Funny everyone is talking about insurance.  Got a call from Allstate and then 3 hours later State Farm.  Now this.  ID says V04171940480007.  Didn't answer any of them.

I am tired receiving phone call from this # I requested to don't call but they still calling.

Caller ID said INSURANCE SRVC.  I did not answer.  They call everyday at least once.......very annoying.
