Who called from 7879999876

This 1-787-999-9876 number called me at 6:30 this morning, and I'm in Northern Ontario. Half-asleep, I called it back and got the same recording.  


Thing is a couple weeks ago a strange number also called me and upon calling that one back I heard nearly the same message (number was 12489977626)

I'm in Ottawa, Canada. 5:30 or so in the morning. Got the call, did not get a chance to answer, looked it up on the Internet and found this website.
Just wondering it people who call back won't be charged a few dollars a minute or so for that call... Seens to be some sort of a scam.

yeah i get these types of calls all the time ...  this one was in the am    im in las vegas   (702) area code..    was asleep  didnt answer.  but i DO plan on answering  the next one....    heaven help the poor idiot in puerto rico!!!!!

received one at 5:30 this morning.....i live in montreal....no message...

Does anyone have any idea what this can mean?

514 Montreal area code as well. 545am dec 13, didnt answer, was sleeping.
Boyfriend got the call as well, answered and didnt understand the spanish lady.
