I've received two calls from this number already this week. Based on the comments posted here about calls from "Citi Financial", I suspect this is yet another scammer phishing for personal info. Normally I block unknown callers after the first call, but this time I didn't. Suffice to say I've learned my lesson and this number is now blocked.
