So, what happens when you  PO them and they decide to start spoofing your number to make the calls? Or decide to SWAT you?

Sure, you waste their time, but get put on their list as someone who responded. Even if you did piss them off, why would you assume that would end calls from that call center? If I was a scammer and you pissed me off, I would put your number into rotation for the hundreds of fellow scammers in the call center. Then add it to a list that is shared with other call centers too.

It's not always possible to not answer unknown phone numbers. Some people have to answer all calls. You know, for their job.
