These are scammers calling utility customers through out the U.S. claiming they are with various utilities and asking customers to pay "overdue" power bills with a "Money Pak" card. These scammers   use "Magic Jack' phone numbers they have previously purchased, usually trying to show the same area code, even though they are calling from outside the U.S.
