Thanks James for your post. I got the same call today ( March 17,2015 ). They said the exact same thing to me as they did to you. I called them back as well only when they told me they were the U.S. TREASURY, I said great, you must now my dad, he runs the treasury department, can you put him on the phone so i can talk to him and then they hung up. My dad really does work for the treasury department but i think he cleans the toilets or some thing.
The caller said he was steve martin which was a recorded message. He said i should call back to avoid federal prosecution against me. I have no idea what hes talking about so i called the phone number back. Initially it wouldnt go through. I called back and was able to talk to someone by the name of mark gibson. He told me he was from the department of legal affairs of the u.s. treasury. He told me that i would be placed under arrest for not paying my taxes. What a joke. I told him to go right ahead and send someone over to arrest me. I have payed all my taxes. He said there would be someone over in 45 minutes to arrest me. I almost couldnt understand steve martin or mark gibson because they sounded like they were calling from India with their indian accent. When i started to ask more questions he hung up on me. When i called the number back it rang about 10 times then disconnected the call. I tried back about 15 min later and someone else answered. I asked who his company was and he said the u.s dept of treasury. When i asked what state he was in he said " who the hell are you to ask me that and to shut my mouth ---hole". Then he hung up on me. Wow. Im pretty sure that noone at the dept of treasury would talk to someone like that. Im going to keep calling them back and mess with them now. Lol. Im also going on line to contact the U.S. dept of treasury and report this. Call me that name will they. They havent seen nothing yet.

I called the police but they said that they could do nothing about it. But i plan to call them back and have some fun and play along once I can get a hold of them.
claimed to be IRS and left this message: "Hi this message is intended to contact you. My name is Steve Martin and I'm calling regarding enforcement actions executed by US Treasury and did you get see this attention. Ignoring there will be an intentional second(?) attempt to avoid initial appearance before the magistrate judge or grand jury for-the-federal(?) criminal offense. My number is 801-742-7938. Again 801-742-7938. I advise you to cooperate with us."
There is a widespread IRS or "tax scam" being practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.
