I didn't answer and they left no message. Based on the experiences of others here, I reported the call as spam and blocked the number. My cell provider, T-Mobile, allows customers to do this instantly, as well as warning them that a call has been reported as spam by others. Love it!
Answered because an old friend has that area code and I was expecting a call from her. It was a fund-raising call for WETA (public TV in Washington, DC).
My scammer is getting frustrated by my call blockrs. Now switching to call from a new number every time, rather than changing numbers every week or so. So they are reactivating old numbers, but most of these are flagged years ago and they are caught after a ring or two by my online blocker. Most have easily avoidable callerids of city state. They try every angle, from threats to impersonating charities and microsoft. I don't want even one ring from these crooks. Block and report.
