To the best of my recollection this was the message before I hung up: "This is Shawn [Sean?] from Windows Technical Department about your computer..."

guy calls says he needs me to go to my computer and right click the windows icon and hold down the r key

This was a phone call telling me that hackers have gotten into my computer and I have as a little as 2 hours to keep information on my computer private.  He then gives me a series of 31 letter and numbers that are supposedly my personal computer security certification number.  He then wants me to repeat those numbers to him to make sure I have them written down correctly.  I then hang up.
