How do you prevent it

I am receiving unwanted calls from this number-they say nothing.

Got a call. Didn't answer. No message.

I keep getting repeating phone calls coming from this number and not knowing who is calling I let their calls roll to voice mail.  No message has ever been left for a return call.  Most quality callers leave messages for return calls.  With this, these people are true jerks as they keep calling leaving no message for a return call.  Hopefully, in the near future the government will outlaw robo callers.
