Received a call @ 6:40 PM from a woman claiming to be from Vt Public Television and asking for a donation. She was VERY pushy, when I told her to stop (her rambling) and that I wasn't interested she replied something to the effect "You mean you don't want to help people out at this time of year?. I just hung up. I am on the DO NOT CALL list so shouldn't have gotten this to begin with.

VT Public Television, like all callers soliciting for donations, is exempt from the Do Not Call list. If the caller isn't selling goods or services or qualifying sales leads for third parties, they not only do not have to use the Do Not Call list, they are prohibited from registering for access since the law was not designed to cover their type of calls.
