The same thing happened to my client, who fortunately came to me for advice. We did a little research and concluded it was a scam. We believe the scam involves inmates and/or staff within the South Carolina Department of Corrections. We intend to bring this incident to the attention of the South Carolina authorities, but my guess is they are aware of this sort of thing already. See Ecclesiastes 1:9.
Yes it is an extortion scam being run on or by that site. There are numerous number threads here with the same story. Make a police report both to your local PD and to the South Carolina PD.
