The same thing happened to me yesterday and I flipped out ..... I kept asking for him to put somebody one else that can speak American English he said that he couldn't.....It was a sand [***] that I was talking too....!
Said he was an investigative officer with the IRS and there was warrant out for my arrest because of underpaid taxes from 2009-2014. Also said I needed a criminal attorney because unless I paid $11,780 immediately I would have to pay $290,000 and go to federal prison for 5 years without possibility of bail. Said they sent me 2 certified letters which I told them I never received. He said that was because they "bounced back to them" which they interpreted as my demonstration of willful and purposeful tax evasion because I must have refused to sign them. He repeatedly denied my request to mail the info to me again, stating he "could not do that" and that this was "a final courtesy call" and I would be arrested. When I asked to speak to his supervisor and hung up, another guy called me back saying he was the supervisor. The "supervisor" told me he was calling from Washington DC (although my caller ID said South Carolina) and that there was no direct number to call (when I asked for it) but I should just call back his 800 phone number. They BOTH should go to prison and pay $290,000 . Each !
