Who called from 8038203112

This number just called my phone with the location of South Carolina. I plan to block it. It was a robot on the other end

This number called sounded like a bot and said I had student loans. I don't have student loans. Tried called back about 5 times first 3 times my phones dial tone wasnt working last two times got the busy signal.  I've been getting very odd calls also from different organizations saying things about furthering g education or student loans etc. Becoming Very annoyed!!!
