Who called from 8045961075

This one was fun, I picked up, said "Hello" then got 15 seconds of music. The line went dead and I went on with my life.
phone said it came from VA, USA. one more exciting thing in the world of VOIP networks.

First of all this was a call to my cell phone. It started out with a long pause at start of call. Then caller asked "is this" so and so from such and such "construction"?. He used my first name but different last name and the name of the company was my street name. I told him no and he said he must have the wrong number and he hung up. It was just odd. Too many similarities.

Called my cell using my google voice number and only rang once and then hung up.

Called my business phone.  I didn't answer and they didn't leave a VM, so we'll call it a draw.

same number (804-596-1075) called asking for someone in my department who was traveling.  Said she was from the office of Richard Wilson. When I asked for more details so he could call them back she simply said she would try later.
