Got a voicemail saying I owe the irs taxes from a fraudulent entry on my 2012 2013 filed tax return but he couldn't give me details he was asking me if I wanted to turn myself in or something I don't know his accent was toooo strong I barely understood him. He seemed to be reading something because he wouldn't answer my questions he just kept [***] talking then hung up on me after saying the police will be here in 45 mins to arrest me for.. something I didn't understand what he said and when I asked him to repeat it he hung up on me lol

Didn't answer. Message was left. Sounds like first part of msg cut off. Harassing call, threatening me with felony arrest (I've never gotten a parking ticket, completely clean record) Blocked number. This type of robocall happening more often. What is FTC doing to protect us?
Not much anyone can do at the present time. Callers are hard core scammer/extortionists located in India and Pakistan. The US can't do anything and the local government do little. Call blocker is your best bet and DO NOT pick up on call numbers you do not recognize.
