Someone using an obvious made-up little girl's voice. When I dont answer the phone 'she' leaves an extra long voice message that really talks about much of nothing and does alot of stuttering. The few times I answer the phone all 'she' keeps saying is hello. I get called by this person at least 3x a week and they keep calling back.
