I just received a call from above number. A person with an Indian sounding accent asked for "Sigrid Egan" , calling from or about DELL computers, the communication was poor. I have been receiving constant calls from computer related people, usually, the call centers with domestic numbers. I told the person this morning to stop calling. He then called back 5 times my landline, then went onto my cell phone, which cost me $ .21 cent for every call or voice mail. How can we stop these companies, call centers or whoever they are. In this case, I would like to go after them for harassment.

Most likely they are calling from India or Pakistan, out of reach of US law enforcement. You can't sue them for harassment.
For your land line you can buy a call blocker - an electronic box that plugs in between the phone and the wall and can be programmed with which numbers to block. Most cell phones have call blocking, but I've heard that pay-as-you-go phones don't have that function. Ask your carrier if anything can be done.
