They're indians and it's a scam. They're trying to sell a fake insurance. He said his name is David with his thick Indian accent. Also he said their office is in Florida. It was another lie. There is no company with the name of "Insurance Care Center" and phone number is from Michigan. You can not call the number back. These guys were doing the same scam with "Windows Service Center" and "Delta Credit Union"
