Notte: the caller is of Indian descent and claims to have an American name. The claims to be a Law Enforcement official without stating agency or affiliation to state or federal. He claims to be IRS and that you have tax debt. The IRS does NOT call you. They are a Federal Agency and will send you a letter. This individual will require you to pay using a prepaid debit card, the government doesn't do that. This person has used common names; Jim Parker names that do NOT match their voice. This guy seems to target small businesses or persons of means. He seems to select targets they may seem not to be familiar with state or federal agency practices and is using a "Majic Jack" or VOIP (Voice Over Internet Protocol) meaning they may not even be in the U.S. Majic Jack and VOIP allow the user to select an area code without being in that area.

After researching the IRS I came across a publication stating that the IRS will use a PCA or Private Collection Agency.

Just read the form 2006-67 which describes the use and limitations of a PCA.  It appears that the use of a PCA is very limited in that they have no access to IRS files,  can not contact 3rd parties, given only info needed in contacting and they cannot collect any money.  They can only direct them to pay thru an assigned IRS center and have absolutely no authority in collections.  Use of PCAs are rarely used and most often as a locator of those that can't be found by the IRS and garnishment or a means of payment can't be identified or highly otherwise improbable.    It still boils down to if you don't see it in writing from the IRS,  you don't pay.  When you do pay,  it is paid ONLY to an IRS center and never over the phone or to a PCA.
