Check your own reading comprehension and read the rest of the quote. Note that it is on the top of each and every number thread, with the appropriate number:

What part of "report unwanted calls to HELP IDENTIFY who is using this phone number" do you not understand? The idea is that this isn't a free 411 service or a private detective service. The poster has to do something to help others, too.
And yes, my post does help by insisting that people do post useful and helpful comments about the phone calls that they don't want to receive, such as (at least) why they don't want to receive them.
