I got a call from this number. It appears to be a bill collector, fishing for infomation on student loans. He says that I was put down as a reference by another person, and they just want to confirm some information.

He said I could call my relative (he was fishing about) and confirm that he was okay. He gave me this number to call once I was satisfied he was legit.

I checked this number here on 800 notes and it came back debt collector for student loans. This is where I got the student loan connection.
