Called and hung up, no message left

I received a call from a Middle Eastern person who asked if I remember filling out a form for vacation. I said no and they went into a sales pitch. When I said it was illegal for them to call my phone with sales they hung up on me.  They would not provide name of company.

Middle Eastern accent regarding if I recalled filling out a travel application at CVS to win a prize.
Told him not to call my phone number again and blocked it

I can't call back, says the number isn't active

Call hangs up never answer the return call
