I just got a call from this number too. They did leave me an automated message saying they had to block my debit card for some reason and to have the block removed call them back and have my acct number available. It is obviously some sort of scam to get bank card numbers. I called my banks fraud line and reported the number.

I was smart enough to know that there was something wrong with this message. It did not sound like anything I've heard before. I was given two options: to press 1 to active my card or press 2 to leave. I pressed 2 and it kept repeating. It makes me think this [***] was wanted me to press 1 so then he can ask me for my card information. What a [***] piece of [***] scammer.
