When I answer the phone of a known scammer, I always start, "Attorney Generals' office, how may I help you?" they always hang up and seldom call back? Gee, wonder why.
I didn't get their "company" name. Caller ID lists it as a "Frankfort Illinois" call. They just called me for the 6th time in two days. I picked up. It was someone trying to sell me reduced electric bill. I said, "I'm busy." He said, "well, you just need to get your bill, I'll wait." I said I wasn't interested. He said, "Don't hang up!" I said, "I'm going now, thanks anyway." He yelled into the phone, "I need you to be a customer!!!..." - I hung up the phone.
The electric industry is being deregulated there for you have all these fly by night companies that are popping up. I informed them that I do not wish to receive any more of their calls and that I was going to report them to the Commerce Commission
Yup....just got this one too. No message. Another one for the block list.

(I know your message is a year old) You should try a phone blocker that you can get fairly cheap these days. They give you hundreds of number blocks (depending on model) and are completely configurable. In fact, you can even block all 8## numbers or even specific phone exchanges like 815-277-****.
We got one last year during the election and the difference was crazy. It is amazing how these unwanted calls disrupt one's life. Or you can just get a new phone with expanded call blocking features. The cost on these items can be pricey, so shop around,
