Heard a beep & then an automated message that said "goodbye"

Caller stated the call was for info re: "water survey"

asked about quality of the water, number of residents, if well had been tested recently,
thanked me for replies and hung up.

I wondered who was gathering this info, but they hung up too quickly.

called the number back and got a steady tone...

asked for me and then hung up

Silent, then beeped and hung up.

If it's the water survey scam, those [***] should be strung up.

It's a pretext for a 'fly-by-night' company coming to your house to sell you a very OVER-priced water filtration system.

I answered, said Hello, waited . there was a few seconds of silence, then an automated voice saying Goodbye, then a beep, then disconnected.
