Try this if you have Time Warner Cable phone service. Select one frequent nuisance caller. Use call forwarding to forward all other spam calls you receive to this single spammer. Time Warner will allow 30 such forwarded calls. Then you also have their Call Block feature which allows for 30 additional calls to simply be blocked. So, at least you can neutralize 60 spam callers if you have Time Warner phone service. This does work.
