Contact your phone providers.  Ask them how to block the calls.  If blocking isn't allowed you can buy a call blocker for your land line.  Google to find a source.  I think they run $60-$70.  For your cell phone you can put the number in your contacts list and assign it the ring tone "no ring".  That will make the calls easier to ignore.
