This number calls almost everyday. The man asks for Rob, and it's a different name sometimes, when you tell him he has the wrong number he says he's sorry, and then he goes into you know everyday people are killed while texting, etc. then he tells you he's with the highway patrol and wants to know if you will donate money

Got a call from this number today. I answered they did not respond the line appeared to be silent. I called back from a different phone blocking my number and the phone rand in a different pattern almost a stutter pattern.

This number calls frequently.  Never leaves message.  When I did pick up the phone, the line was silent.

I have this number blocked but my phone rings once, displays blocked, and then records the number in caller id. After I blocked the number I started receiving call every 2 to 3 hours. I received 15 calls yesterday!
