It's another instance of the Card Services scam. Don't answer it. They're calling cell phones now, which is doubly annoying.

Just called my cell; didn't answer as I did not recognize the number. No voice mail message left.

Robo call.  Calls about lowering the rate on your credit card.  The call was not from my bank so I knew the
recorded call was a SCAM.  Do not answer any calls from Consumer Services at (816) 678-7232
