Called at 4:40pm. Not diverted by a service I subscribe to that intercepts robo-dialed calls (rhymes with SoNoHobo), so first I reported the number to them.
There was a voice mail, a woman with an English accent telling me that they had checked my credit and everything was fine but they were making this one-time offer to reduce my interest to zero. (Just give us your card number over the phone!)
The last time I got this same voice mail, 5 days ago, the caller ID said "Scott Murray" and the spoofed number at that time was 919-370-9013. The only thing they have in common is the last four numbers. Since they have not used that number again, I don't expect them to use this 817 Area Code again, so I have blocked neither. But if I get a second call from either or both, I will block. Of course I did not bother reporting to the federal DNC, since the number is likely spoofed or otherwise faked.
