Telemarketers can call victims during meals, TV shows, sleep, etc. but victims are not allow to call back. Most caller IDs are non-working numbers. Some numbers offer to put the victim on the COMPANY's do-not-call list even though the victim is already on the federal and state do-not-call lists. Telemarketing computers call every number on a landline or cellphone exchange looking for a hit. When the computer discovers a non-working number, that number is saved to use as a future caller ID number making it difficult to block all those non-working caller IDs.
