Illegal spoofed call, and illegal spoofed call = SCAM.  Didn't answer (I NEVER answer calls from unfamiliar numbers).  Blocked this number.

Someone introduced himself as a consultant and launched into a speech on energy savings

How do you know if it was spoofed if you didn't answer it?  As far as I can tell, the clue was that CID showed "Out of Area." But that does not mean it was spoofed or a scam.  My doctor's office and my son's phone both show "Out of Area."
