The caller from this invalid 818 area code is super desperate by phoning my number still again, less than 2 weeks since the last call on May 16. When the call rolled to voice mail, the caller once again left no message, just dead space.
This is typical of robocallers who spoof their number in order to avoid being caught violating the Do Not Call law while carrying out their nefarious schemes. In most cases, spoofers = scammers. Legal telemarketers (the few that are still around) don't engage in these unlawful shenanigans. Even the political candidates, who are legendary for stooping extremely low, usually don't do this.
Posters on this and other websites report the caller is a contractor (probably unlicensed) seeking work. If this guy is a painter, I have the perfect job for him: painting the walls at Supermax, the Florence, CO federal penitentiary -- from the inside!!!
