Who called from 8188855778

I RECEIVED A MISSED CALL FROM 818-885-5778 AND WHEN I TRY TO CALL BACK THE OPERATOR SAYS THAT IT IS NOT A WORKING NUMBER

yes i received a call - called back, disconnected. person calling said their name was Portia and that they were calling about my "needs". What the heck?

This is a number at the Chatsworth, CA  office of DCFS.

I just recieved a call from this 818-885-5778 number as well, he explained that he was with child services (welfare) but i have no idea why he would be calling me.  he mentioned that he was returning a call to my number, but i had not used my phone at all this morning.  As a matter of fact he was the first person i had spoken to on my phone.  Is there anyway to get in touch with them to find out why they would be trying to get ahold of me??
