The "DNC list" (your words exactly) is just that. A list. It is not a government agency. That list in itself does not have any law enforcement powers. It is simply a list of numbers that legitimate sales companies that do telemarketing (selling things over the phone) are required to buy and use to scrub their call lists. A list cannot do any work. Never could, never will.
Two calls from this number. The strange thing is that my phone rings once then that caller disconnects then the same caller calls right back. This happens with in 1 to 3 seconds. I got this same thing from another spam caller yesterday , but it was a different number. Fu cking Bull sh it !
This number comes up a lot on my cell phone. I never answer phone numbers I do not recognize. If they can't leave a message, I don't want to talk with them anyway.
Same thing here. Call came in on my cell phone (on DNC List), unknown number to me.. no message left. Number now blocked for all the good that will do. The scammers will just steal another number. As for the DNC list, it is a useless government agency which our tax dollars are paying for (the personnel), it should be disbanded for all the work they do not do.

As for the Do Not Call list-- the problem isn't that they don't do anything. The problem is that they're way underfunded. See all the junk calls you get? Yeah. Congress and the FCC won't fund them adequately. Download an app to your phone that does call screening. There are several good free ones out there, like Hiya and TrueCaller

The Do Not Call registry works just fine. It is NOT underfunded and is doing their job: Keeping US Companies legit. You need to do better and more thorough research. The DNCR **cannot** monitor or manage call stemming from outside the US. So, these "junk calls" are NOT mandated/controlled by the DNC. They are telemarketers, solicitors and--in general--criminals. Don't blame the DNCR.
You are correct to suggest a call blocker app for a cell phone. They work wonders. A person can also purchase a call blocker for their land line.
