Allow me to present another possibility in a very simple fashion ... not to insult your intelligence, but to attempt to get the idea across to even those who have difficulty understanding more complicated answers. Click on the "Info" line, below, to learn about that possibility.

Now, get a piece of paper and a pen or pencil, and write down those ten numbers. Here, I will help you, in case your forgot:
0 1 2 3 4 5 6 7 8 9
Now get ready to write down some more numbers. I want you to write them down in the following format:
ABC-DEF-GHIJ
Yes, I know those are letters, but I want you to use numbers, instead.
Think of a number between 0 and 9 ... pick one from the list I gave above, if you wish.
Write it down, instead of the "A", above
Do that nine more times, writing it down instead of the other letters.
Now, look at the result.
Does it ring a bell?
It should, because you just wrote down a phone number!
Mr Computer is very good at making numbers.
Mr Computer can do what you just did in a fraction of a second.
In other words, Mr Computer can make and dial phone numbers VERY quickly.
Spammers and scammers who know about Mr Computer do not need to register and buy the DNC list.
Spammers and scammers who know about Mr Computer can even dial "unlisted" numbers, or "private numbers" or "brand-new numbers you just got"!
The DNC list is not a magic switch that blocks these calls from reaching your phone. It is merely a list. It is NOT a call blocker!
There, now you know all about how spammers can dial YOUR phone number, even if it is unlisted, and even if only relatives know it, and even if it is on or off the DNC list.
I hope that helps prove the DNC list DOES work! It helps prevent calls from registered / legitimate telemarketers, but it is not able to stop calls from telespammers. It is also NOT designed to stop political callers (who usually get the numbers from voter registration lists), calls from charities, or some other companies, such as debt collectors; or some companies with which you have done business in the last 18 months.

I just got a call from above #, 8/24/16, 5:49 pm. Caller ID reads IMC. Eight minutes later got a call from Compinat Syst (whatever that stands for) 1-414-800-2987. And earlier today got a call from Las Vegas 1-702-952-4896. Of course, and as usual, I didn't answer any of them, and of course, and as usual, they don't leave a message. Then when I get a minute I look the numbers up on this site (love 1-800 notes).
This has been going on for years and years and in the early years I contacted FCC, FTC, Frontier, Attorney General, Our Police Department, etc., and made sure we were still on the DNC list (we are). Our taxes are paying for all these government officials yet they don't help. I used to try using politeness, didn't work, and I tried using words and accusations that I've never used before, didn't work. I also have used an air horn after making sure there was a live person on the line, didn't work (but made me feel good). So in the last three or four years I just decided not to answer at all and block what I can. Well, ignoring them hasn't worked either so...... not sure what to do.
Something I don't understand - if the government can do just about anything, why can't they do something about this?

I also cant understand the business model for these companies that make these calls? Are they paid by some data collection company per call? And, in turn, are frivolously charging money to these data collection companies for data that must have no value at all?
Another comment. Its ironic that the Phone Companies and CLECs protect these callers because they have become the phone companies biggest customers! The irony is that they have ruined the reputation of the phone companies. Most people, including me, have quit using our landlines and rarely answer incoming calls that we dont recognize. Many have unplugged their phones altogether due to the aggravation that these calls cause. You think the phone companies would realize this conundrum and rise above it. The first phone company that offers "Spam free service" will dominate the market........just saying

828-333-5919 There is no response or message. I have gotten several calls from this number and always the same thing. I am on the no call list. This caller continues to call , I do not want to receive calls from this number. I have reported the number and it continues to happen.
