My minor child keeps receiving phone calls on his cell while at school.

Download a free call blocking app and block those numbers.  Problem solved.

I've got a "dumb" phone.

Then save the number to contacts under some simple heading such as scam or simply z.  Assign it a no ring category and your phone won't bother you when they call.  If they leave a message, or if they get to voicemail and leave blank messages, have your carrier reset the ring to around 7 or 8 (approximately 45 seconds).  That should be long enough for the robodialer to give up.
