A "States Attorney" wouldn't be dealing with an arrest warrant issued by a federal district court. These foreign scammers don't understand state and federal criminal procedure and invariably screw it up.
Just received the same one had somebody elses name on it. I am forwarding to the State Attorney General's Office. This is a big problem, these scare tactics work on some poor souls, so I advise whoever gets one to report it.
