No person on the line, just music

No message left, just music. Called back and recording says "the number you have dialed is unavailable" whatever that means.

This guy has been calling me repetitively for MONTHS. We finally blocked his old number (can't remember what it was now), then he started calling from the '830-637-7238' wireless number. Never leaves a message, the few times I actually spoke to him his accent was so heavy I could hardly understand him. Insisted that "this is not a survey", but he only "wants to ask a series of questions".

Caller said his name was Daniel from INTS. He had a thick indian accent and said he was doing research for a White Paper and needed to know my experience with recent storms and power outages.  Insisted that I answer two questions and that he needed to know my personal contact information to document his White Paper.  Refused to answer and asked him not to call again.

Randy from INTS, wanted to find out about the management or something like that.  Pretty annoying.
