First of all, I'm assuming you didn't do what this "underaged girl" asked, right? If you did, you need to be talking to a lawyer, not 800 notes. If this is an extortion scam, scroll down the page on the right and click on "where to report phone crime."

Do NOT give any money to the "father". Do not have any contact with him at all. Make a police report of attempted extortion.

Yes it is an extortion scam being run on or by that site. There are numerous number threads here with the same story. Make a police report to your local PD.
