Called rang once then hung up

9 in the morning, called cell phone, one ring and hung up.

Someone called my mom and left a message threatening her to call the number or they will bring legal action against her.  They said it was the IRS - obviously a scam but it left her very scared.  I told her of course it was a scam.  Don't answer calls from this phone number, unless you like being harassed for no reason.

Called me 3 times. No message left
