I, too, saw this charge on my phone and was suspicious. When i looked into it, I found out it is the charge for directory assistance. If you call information for a phone number and you choose the option to be automatically connected to that number, you are charged a fee. To avoid this, write down the number, hang up and dial it yourself.
This is from Citizen Observer and I've been trying to get them to stop texting me. Supposedly if you reply with the word "stop" you will be removed from their list, but I've done this four times already I'm still getting these annoying text messages.
This is an alert from CitizenObserver. PD's in the D/FW area (for one) use this as a means to alert citizens. You have to sign up to receive the texts -- I've gotten only one, about an auto theft in my residential area.
My understanding is, if you want the alerts to stop, you need to go the the citizenobserver site or the local PD site, log in to your account, and stop the texts.
