Call said my debit card was stoped to a technical error and I needed to reactivate it.

Sorry, it was a test to "Call us at 8474851300. Account issue" And when I called the number it said it was some bank and that " your debit card was not working to a technical error and you needed to reactivate it"

I work for a bank and we have received phone calls from our customers saying they got this text from [email protected]. I have called Verizon and reported it, I have also called AT&T since it is there phone number, and the FTC. If you have received this phone call/text/email you need to call the FTC or go to ftc.gov and report it.
