This caller uses an automated dialer to call and play a recording without an operator on the line when the phone is answered, which is illegal. Following instructions to get to an operator standing by the phone just gets the call disconnected. The supposed offer is to write unique blog content for just one dollar per article, but with nobody on the line, and the time and cost involved in actually writing unique (guaranteed unique according to the message) content, you know this is just a scam.
