Answered because it was a local number.  A woman I could barely understand came on the line after my saying hello several times.  She asked for me by my first name and I think she said she wanted to talk about the security system that I am currently using telling me there was a problem.  I can't be sure that was what she was saying though because her accent was horrible.  I have a feeling it was a scam.
