Call blocker might be of some help. Also don't pick up on numbers you do not recognize, or where there are caller IDs that seem odd. Or where there is no caller ID. There’s no way to stop the calls from being initiated.
Total scamming operation. Most likely originates in India and Pakistan--they spoof local numbers.

Got called from this number today, they said they were the attorney general and I would be arrested if I didn't pay them. I laughed. I'm a houston police officer. He hung up on me when I told him that and that I was recording the call.
