It's the robo call that sounds a bit like a human.  It will say hello, if you answer with a "hello" it will launch into its speech.  This one is the infamous Florida Troopers Association.  Sometimes it's Fraternal Order of Police, or Firefighters, etc.  It's always adjusted to your state.  It's baloney.  Big SCAM.  Here's some information:

Called- I did not answer, no answering machine.  Didn't recognize number.

These phony police "charities" are nothing if not persistent.  My free robocall blocker usually shuts them down in five seconds of less.
