DNC does work and people are prosecuted under the law.  However, it is intended for law-abiding telemarketer-citizens.  The persons callin gyou are hard core Indian and Pakistani criminals who ignore all US laws. Not much the US can do and the local governments do little.  Invest in a call blocker and DO NOT pick up call numbers you do not recognize.
