They continue to call my cell phone and I am on a do not call list

I got a call from this phone number, the caller ID said [***], (not kidding,  not trying to be funny or nasty...)  No message was left.

Got call from this # 6/17/16 at 10am. Answered it & connection was bad....very staticy. CID said Unknown Name. Just before this (9:57am) got a call from 646-863-0527. CID said New York, NY.  Connection the same as this #. Looked up 646# on here & no reports yet. I answered 856# & managed to hear something about furthering my education. I hung up.

This number calls me several times a day
