Given the number of random calls I get starting with these digits, it seems pretty clear that someone out there is systematically spoofing numbers in this group with the hopes that they'll get people to answer. It happens on my landline, too, where the spoofing is a bit harder to spot because it looks like someone from my town is calling. I know 313 is a cell phone exchange, though, and I'm not about to answer those if I'm not expecting a call.
